Our new Chancellor has got his hands full with Brexit and Coronavirus, and has not made any serious reforms to automotive taxation. Here are the details announced so far and we will keep an eye out for the precise RPI-adjusted tax figures that should be available soon.

WLTP CO2 research

New cars have been tested under WLTP since the 1st September 2017 but the manufacturers have been showing the NEDC equivalent CO2 figures. Only recently have the WLTP figures begun to emerge and this may be too late for cars already ordered and to be delivered after 5th April 2020. Company car drivers could be in for a shock if company car tax turns out to be several bands higher than expected.

The way vehicle tax is calculated changed in April 2017, which resulted in many cars becoming more expensive to run. More changes have since been introduced in the 2017 Autumn Budget, which are now coming into effect.

The Chancellor has given us a few things to think about, but no huge changes have been announced. Existing diesel drivers will be hurt by an average 4% increase in company car tax from April 2018 which they can do nothing about without changing cars.

WLTP is coming

NEDC testing will cease at the end of August 2017. After 1st September 2017 all car new type approval testing will be done under WLTP rules and after 1st September 2018 all new cars will need WLTP figures. WLTP figures are more realistic so company car taxation would rise if those figures are used. However during the transitional period WLTP figures will be translated into NEDC equivalent figures and most likely be used for tax purposes.

The impact of the 2015 Budget on company car drivers and their employers. In his sixth Budget speech delivered less than 2 months before the general election, the Chancellor George Osborne did not produce any radical changes in tax rates though the planned movement away from P11ds and tax returns will have a big administrative impact.
